100% home. Because then quality can be known.  You know what you are growing.  In a fully legal system, you can call on experts, and perhaps even at Home Depot in the gardening section, you will be able to ask local experts for advice on how to build a proper lighting and grow system. 

The question is a bias 'if any' because it assumes that the public does not want home cultivation, rather than simply asking for public input, you are slanting the question to produce an expected result.
